New rules will limit outdoor watering to once a week. The
rules affect residents of unincorporated Hillsborough County,
including those on private wells, using surface or
utility-provided water. Reclaimed water is not subject to the
new restrictions.
Residents of Temple Terrace and Plant City are not affected.
Tampa residents are limited to watering once a week but on a
schedule different from Hillsborough residents.
Watering Days
•Addresses ending in 0 and 1, Mondays
•Addresses ending in 2 and 3, Tuesdays
•Addresses ending in 4 and 5, Wednesdays
•Addresses ending in 6 and 7, Thursdays
•Addresses ending in 8 and 9, locations with no address such
as common areas, and multiple addresses such as office
buildings, Fridays
•No watering is allowed on
Saturdays and Sundays or between 8
a.m. and 6 p.m.
•Residents who receive their water from Tampa but live in
unincorporated Hillsborough County should contact the county for
which schedule to follow.
New Lawns And Landscaping
During the initial 30 days, new lawns and landscaping may be
watered any day but not between 8 a.m. and 6 p.m.
After the first 30 days, new lawns and landscaping may be
watered on alternating days for an additional 30 days. During
this period, houses with even-numbered addresses may water on
even-numbered days and houses with odd-numbered addresses may
water on odd-numbered days.
After the 60-day period, homeowners must follow the regular
county watering restrictions.
To water with an in-ground system during this time, the new
plant material must cover at least 50 percent of an irrigation
zone. Otherwise, it must be hand-watered following the time and
day restrictions of a new lawn or landscaping.
Also, only the areas with 50 percent or more new plant
material may be watered, not the entire yard if it contains less
than half new plant material.
Hand-Watering
Hand-watering of plant material other than lawns and grass is
not subject to restrictions. However, such use may not be
wasteful and unnecessary.
Hand-watering of lawns and grass may occur only during the
designated day and time for irrigation. A hose-end sprinkler in
the yard is subject to the same restrictions as an in-ground
sprinkler system.
Chemical Treatment
If chemicals such as pesticides, fertilizers, herbicides,
insecticides and fungicides are applied to a lawn or landscape
plants by a professional, they can be watered according to the
manufacturer's instructions within 24 to 48 hours of
application.
Applying water after a chemical treatment by a hired
professional is allowable on a nondesignated watering day if a
dated chemical advisory marker is visible in the yard (usually
by the mailbox). Also, restricted hours still must be followed.
If you wish to apply a chemical treatment yourself, the
application of water must be done on your designated watering
day and time.
Car-Washing
Fundraising carwashes are allowed using low-volume mobile
equipment washing methods. Vehicle-washing otherwise is not
restricted, but an automatic shut-off nozzle must be attached to
the hose at all times.
Pressure-Washing
Pressure-washing is defined as a minimum 1,000 pounds per
square inch at a maximum 5 gallons per minute. Pressure-washing
of sidewalks, driveways, patios and other impervious surfaces is
prohibited except for public health and safety. In all cases
where pressure-washing is necessary, low-volume methods must be
used. A hose fitted with an automatic shut-off nozzle is not
considered low-volume pressure-washing.
Decorative Fountains
Decorative fountains and features are allowed provided they
are properly maintained and either recycle water, exclusively
use reclaimed water or provide a necessary water quality
benefit.
Penalties
Violation of these restrictions is a civil infraction
punishable with fines up to $500. After a 30-day grace period
when warnings will be issued, the county will begin issuing
citations.

A 30-day variance
may be obtained to irrigate new sod and landscape plants by calling
892-5020 or emailing

Include your name, address and phone number. Only one variance is
allowed within a six month period. No extensions will be granted.
Other Variances from St. Petersburg's Watering Restrictions

Irrigation with
Reclaimed Water – Water Wise Practices
Due to dry weather and the increased demand
for reclaimed water, Mayor Rick Baker issued an executive order May 5,
2006 authorizing mandatory water restrictions for the city's reclaimed
water system.
Mandatory
restrictions have been placed on the use of reclaimed water effective
May 5 through July 31, 2006. Residents are asked to be "water
wise" and conscious of their use of this valuable resource. Restrictions
limit the use of reclaimed water to no more than three days per week by
residential property address:
Even numbers should irrigate on Tuesday, Thursday and Saturday.
Odd numbers should irrigate on Wednesday, Friday and Sunday.
*Large commercial
properties, multi-family buildings, schools and other government
buildings using reclaimed water for irrigation are required to limit
watering to three days per week. Golf courses, cemeteries and athletic
or recreational facilities are asked to submit irrigation plans
demonstrating compliance with best management practices within thirty
days following notification to the city's Water Resources Department,
1635 Third Avenue North, St. Petersburg, FL 33713.
Irrigation is limited to 5 to 9 a.m. and 7 to 11 p.m. Watering during
the heat of the day is inefficient as much of the water used is lost to
evaporation and wind drift.
-
A special reclaimed
hookup may be obtained to hand water.
-
Hand watering
landscape plants is not restricted.
-
An automatic shutoff
device should be used when hand watering.
A warning notice will be
given for the first violation. A second violation will result in the
issuance of a citation carrying a fine of $175 plus court costs.
Subsequent violations will be subject to fines and fees assessed by the
court to a maximum fine of $500 plus court costs.
NOTE: During dry seasons
and periods of drought, mandatory restrictions on the use of reclaimed
water may be authorized by the Mayor and City Council, pursuant to
Section 27-146 of City Code. "The Mayor's order will help us balance
supply and demand across the city during this dry season so users of the
reclaimed water system will have some water for irrigation" explained
Patti Anderson, director of the Water Resources Department.
Call 892-5018 or email
